Senior SQL Programmer Analyst with Oracle (Job Number:429029)
Job Description:
Senior SQL Programmer Analyst with Oracle will focus on infrastructure and application development projects in the Data Services program and the Integrated Total Army Personnel Database (ITAPDB) within the U.S. Army Human Resource Command (HRC)
Duties and Responsibilities:
: The Senior Oracle Programmer Analyst is responsible for supporting the design, development, modification and implementation of software applications, components and interfaces for the commands Integrated Total Army Personnel Database (ITAPDB).
: Must provide hands:on development and mentoring as necessary for other members of the development team.
: Assists in the management of day to day activities of other development team members.
: Assists Program Director, Deputy, and Project Manager define project scopes and objectives.
: Oversees development of detailed work plans, schedules, project estimates, resource plans, and status reports.
: Interacts with all areas affected by the program projects including senior leadership, project stakeholders, subject matter experts, end users, customers, and computer and client service personnel.
Required Education/Experience:
: Bachelors degree in Computer Science or a related technical field and 5+ years of experience as a technical lead and/or application developer, or a Masters degree and 3+ years of experience.
: Four years of additional general experience may be substituted for a Bachelors degree
: Experience as Technical Lead supporting a relational database management systems (RDMS)
: Experience adhering to formal change management processes with well:defined protocols, gates, and milestones
Required Skills:
: Proficient in providing recommendations to application development teams for data restructuring and performing complex maintenance
: Experience with initiation and execution of all phases of the software development lifecycle (SDLC), including multifaceted systems integration testing
: Excellent communication skills (verbal, written and presentation), customer service:oriented
: Strong problem:solving skill set, and the ability to understand new technologies quickly are essential
: Must be able to obtain a CompTIA Security+ certification before starting.
Clearance Requirement:
: Possess a SECRET clearance or have the ability to get one.
: Must have at least an interim SECRET to begin work on the contract
Desired Skills:
: Proficiency building end to end Extract Transform Load (ETL) processes based upon Microsoft and Oracle technologies, specifically utilizing Oracle and MS SQL Server
: Experience developing applications with heavy use of SAS, T:SQL, PLSQL, SSIS Experience in developing Stored Procedures, Functions, Views, and Triggers. Complex SQL queries using SQL Server, TSQL and Oracle PL/SQL.
: Well versed in management and execution of a product versioning strategy across all teams as part of the SDLC
: Possesses demonstrated work experience with more than one RDMS
: Deep understanding of Department of Defense (DoD) business transformation and processes, and DoD organizational structure
: Experience with systems architecture design and the Department of Defense Architectural Framework (DoDAF)
: Understands complex database concepts and effectively employs different database design techniques
: Knowledge of ISO/ITIL processes and documentation standards
: Familiarity with implementation of systems based on well:defined SLAs
: 10+ years development experience, 5+ year's team management experience
: Experienced in ensuring that best practices for coding, architecture, and security are employed across all teams consistently, and maintaining responsibility for quality development of internal and external applications
: Proficiency in managing timelines and resources (internal and external) within the HR
