Job Description Job Summary: Provides supervision and oversight of the Property/Logistics area in accordance with DOL, PRH, Contract, and Corporate requirements in regard to all property of the Center. Duties: · Implement procedures for receipt and accountability of government-owned property, materials, and supplies. · Ensures expendable and non-expendable property is accounted for accurately. · Enter and/or assist other contracting personnel with entering, property transactions into the approved Property Management System. · Submitting all required supporting documentation within 10 working days of the property transaction. All documentation must be sent to the appropriate Department of Labor Project Manager. · Subdivide property for the contract into logical units specified by Location Codes within the Property Management System. · Sub-allocate responsibilities and liability for property down to the location code level. · Assist and train property custodians in all aspects of property management. This assistance and training should include form preparation and submission, identifying and labeling government property, and the performance of quarterly property inventories of all non-expendable personal property assigned to their location code. · Educate and train other contractor/Job Corps Center employees as to the importance of all aspects of safeguarding Government property from theft, fraud, waste, and abuse. · Ensures that all supplies and equipment are received and signed into custody by persons other than those who authorize purchases. · Receive Material Safety Data Sheets for all potentially hazardous material and distribute them to appropriate departments. · Develop and maintain an inventory system to account for all expendable property in accordance with procedures in ETA 359, ETA Property Management Handbook and the Contractor Property Management Plan (CPMP). · Maintain an inventory system to account for all non-expendable property through the use of the Electronic Property Management System (EPMS). · Follows all procedures detailed in the, the ETA Handbook 3-59 and the PRH. · Conducts a thorough inventory of non-expendable property annually and report the results to the Contracting Officer. · Conduct a thorough inventory of all expendable property quarterly. · Upon receiving new equipment, places proper identifying decals and makes additions to EPMS. · Disposes of all equipment that becomes excess to the needs of the Center and makes deletions on EPMS. · Investigates reports of missing or stolen equipment and submits proper documentation to Regional Office. · Coordinates with GSA Excess and military bases, etc., to screen for property. · Works closely with Regional Office, GSA and Corporate Office to operate an effective property management system. · Conducts semi-annual, annual and requested spot-checks, physical inventories of all warehouse items and when necessary, prepares for Finance and Administration Director a list of excess or inactive items for disposition. · Works toward meeting performance management goals. · Follows CDSS plan and Code of Conduct system daily · Maintains good housekeeping in all areas and also complies with safety practices · Complies with all DOL guidelines, OFCCP regulations, Job Corps notices and bulletins, and Center policies and procedures · Models, mentors, monitors appropriate Career Success Standards · Participation in PRH mandated staff training is mandatory. Failure to participate may result in disciplinary action up to and including termination. · Performs other duties as assigned within the individual’s scope and capabilities. Qualifications and Experience: High School Diploma and one year related experience and/or training or equivalent combination of education and experience. Associated Degree preferred.
